Rahul Pathak is an assistant professor at the Marxe School of Public and International Affairs at Baruch College, City University of New York and Richard P. Nathan fellow at the Rockefeller Institute of Government. His research focuses on issues related to public finance, budgeting, and international development.
He received his PhD in public policy from the Andrew Young School of Policy Studies at Georgia State University. He has been associated with ASPA and its other regional chapters such as SECOPA and NECOPA since 2014. He currently serves as the Treasurer of ASPA’s New York Metro Chapter and ASPA’s Financial Management Committee.
I am an effective analytical and strategic administrator with 25+ years of civic professional service in the following sectors: Economic/Community Development Corporations, Not-for-profit/Community Based Organizations, local and federal government which also includes a broader bandwidth due to my personal commitment in several professional, public service, and social organizations. A synopsis of my qualifications is encapsulated in the areas of Analytical/Change Management, Contract/Financial Management, Initiative and Program Administration, Strategic Planning, Supervision, and Transformational Leadership. Most notably I have committed most of my professional career to public service, the betterment of society, and the pursuit of diversity, equity, and transparency.
I am an articulate communicator and outside the box thinker with a strong work ethic to serve at the highest level. Throughout the myriad of my professional history, I have facilitated and evaluated trends that capture an analysis of statistical data and as a result provided assessments that identified areas of risk management and helped improve organizational operations and managed the overall function of the day-to-day operation within a multitude of program areas. Through several community and professional relationships, I have developed a strong rapport and created sustainable relationships with stakeholders through accountability and feedback. I also have the experience and ability to problem solve, while balancing competing priorities, complex situations, and tight deadlines in tangent with a strong business and financial management acumen.
I obtained a Master of Public Administration (Inspection and Oversight, Inspector General Program) and a Master of Arts (Criminal Justice) both which have provided the educational foundation coupled with my business acumen to be an asset to the New York Metropolitan Chapter. My continued membership in the American Society for Public Administration is indicative of my dedication to my profession and to my personal mantra, which is to connect with a purpose, be accountable for my actions, and make a difference or impact change.
Jessica Ganus currently works as the Department Head for the City of Peekskill Section 8 Department in Peekskill, New York. In her position, she manages a portfolio of $8.2 million in federal housing subsidies in which she provides housing vouchers to families in the City of Peekskill. Jessica was born in Yonkers, New York, and has lived in various areas of Westchester County, NY, and currently resides in Croton on Hudson, New York. She has worked with federal housing subsidies since 2012 and is passionate about affordable housing in her community.
She first began her career in housing as a Housing Specialist for a housing agency named CVR New York, dealing with the Westchester County Housing Choice Voucher Program in White Plains, New York. In this agency, she excelled from Housing Specialist to Housing Supervisor, then found her way to the City of Peekskill to manage their entire program as the Section 8 Director.
She is currently a Pace University Alumni with her undergraduate degree in Accounting and will receive her master's in public administration in August 2023 from Pace University. In her free time, she is involved in various organizations, such as the Order of the Eastern Star, where she participates in community service activities for the community in Harlem, New York. She has also served on the Diversity and Inclusion Committee for the Village of Croton in Hudson, NY.
Usha Narasimhan has been an active member of the Society at its national, regional and section levels. She is an honors graduate of Queens College, CUNY, and holds an MPA degree from Long Island University. She has more than 25 years of professional experience in transportation planning and health care administration, in addition to extensive volunteer experience.
Most recently, Ms. Narasimhan is an at-large member of the New York Metropolitan Chapter Executive Council.
Khalid Nixon is currently employed as Assistant District Manager to Manhattan Community Board 11, with 5+ years of exp in NYC public admin. Born and raised in Brooklyn, NY; attended SUNY at Albany for undergraduate studies in Philosophy. He recently completed his graduate studies in Public Administration at Pace University, where he served as Vice-Chair of the Pace student chapter of International City/County Management Association (ICMA).
Aiming to excel and serve constituencies well during career within the public sector and beyond. Hobbies include gaming, investing, martial arts, traveling, outdoor activities, and enjoying life in general. He is on the Government track in the Pace MPA program.
Shilpa Viswanath is an Assistant Professor in the Department of Public Management. Her research focuses on public sector human resource management with an emphasis on gender equity, diversity, and inclusive workplace practices. Dr. Viswanath also studies comparative public administration with a focus on South Asia. At John Jay College she serves as a faculty advisor for the MPA student association and the ICMA student chapter.
