2024 Annual Meeting & Awards Dinner

Thanks for joining us for our 2024 ASPA NYMetro Chapter Annual Meeting & Awards Dinner!

ASPA New York Metro Chapter hosted our 2024 Annual Meeting & Awards Dinner on Wednesday, June 12, 5:30 p.m. at 1 Pace Plaza, New York, NY. Dozens of public management professionals, academics and students joined us for dinner and networking with our members and friends.
Program included:

Keynote Speaker: Dr. Thomas J. Main, Ph,D.

Topic: "A Neoprogressive Defense & Critique of the Deep State"

Thomas J. Main is the author of The Rise of Illiberalism (Brookings, Fall 2021), The

Rise of the Alt-Right, (Brookings, 2018) and Homelessness in New York City:

Policymaking from Koch to de Blasio (NYU Press, 2016), and editor of the

anthology, Is the American Constitution Obsolete? (Carolina Academic Press, 2013).

His book on change in New York City’s welfare policies will be published by Cornell

University Press in the spring of 2025. He is a Professor in the Marxe School of

Public and International Affairs at Baruch College, CUNY. He holds a BA from the

University of Chicago, MPA from the Harvard Kennedy School of Government, and a

Ph.D. in Politics from Princeton University


Prof. Stephen R. Rolandi

Topic: "Finding Your Passion: Career Strategies for New Public Service Professionals"

Prof. Rolandi is currently an Adjunct Professor of Public Administration, Department of Public Management, John Jay College of Criminal Justice (CUNY) and Pace University, Dyson College of Arts and Science, Stephen Rolandi’s career spans government, higher education and the not-for-profit sector. He teaches courses in public policy, human resource management; organization theory; public finance and budgeting. He has 12 years experience teaching public policy and administration, and has made numerous presentations to civic groups and professional audiences.


A native of Brooklyn, Steve served as Deputy Commissioner for the New York State Division of  Human Rights, the oldest civil rights agency in the USA. Steve also has 20 years experience with the City of New York, having served under 4 New York City Mayoral administrations. Steve holds BA and MPA degrees from New York University.


Prof. Rolandi also is a former president of ASPA NY Metropolitan Chapter.

ASPA NY Metro 2024 Public Service Awards

Outstanding Practitioner: Patricia L. Gatling

Patricia L. Gatling is a counsel at Windels and Marx where has a broad practice focused on transportation law, employment law, government relations, and general corporate matters. Prior to joining Windels Marx as Counsel, Ms. Gatling served as Commissioner of the New York City Human Rights Commission and Chairperson of its 15-member board (2002 to 2015), appointed by Mayor Bloomberg and serving under Mayor de Blasio. She has also served as the Deputy Secretary for Civil Rights under New York State Governor Andrew M. Cuomo and was First District Attorney at the Kings County District Attorney’s Office.


She was also co-producer of the film, Fighting for Justice: New York Voices of the Civil Rights Movement. She has published articles on criminal prosecution, diversity and inclusion and human rights and security. She received a BA from John Hopkins University and J.D. from the University of Maryland.

Outstanding Academic/Researcher: Thomas J. Main, Ph.D.

Thomas J. Main’s research interests are: liberal democracy and its challenges, bureaucracy and public administration, urban politics, homelessness, and the American Constitution and founding. He is author of the books, The Rise of Illiberalism (Brookings, Fall 2021), The Rise of the Alt-Right, (Brookings, 2018) and Homelessness in New York City: Policymaking from Koch to de Blasio (NYU Press, 2016), and editor of the anthology, Is the American Constitution Obsolete? (Carolina Academic Press, 2013). He is now working on a book about the history of welfare politics and policy in New York City. Professor Main teaches Capstone Seminars in the Marxe School of Public and International Affairs at Baruch College and has written widely for academic journals, political magazines, and newspapers.


He holds a BA from the University of Chicago, a MPA from the Harvard Kennedy School of Government, and a Ph.D. in Politics from Princeton University.

Outstanding Student in PA: Marta Cristina Nicita

Ms. Nicita is currently in her second year of the MPA program at John Jay College of Criminal Justice (CUNY), Department of Public Management, and expects to receive her degree in 2025. She holds a B.A.degree from Brown University in Urban Studies and Political Science as well as a Master's degree in Criminology from Universitat Pompeu Fabra (UPF), Barcelona, Spain in Criminology. At Brown, Ms. Nicita served as an Undergraduate Research Assistant in the Department of Political Science, among other volunteer activities. In addition, she holds a diploma from the Liceo Classico Michaelangiolo in Florence, Italy. Ms. Nicita currently works as a paralegal assistant in the law firm of Levy Konigsberg, LL.P. in New York City. She is also fluent in several languages, including Italian, Spanish and French.

Outstanding Student in PA: Tiffany Nozil

Ms. Nozil is currently a student at Pace University pursuing her Master of Public Administration on the government track. While pursuing her academics she serves as part of the co-leadership team of Pace University’s Masters of Public Administration Student Government (MPASA). Tiffany is currently working as a Budget Specialist for the City of Mount Vernon Planning and Community Development Department. Within her department, under the Mount Vernon Urban Renewal Agency (URA), Tiffany brings years of experience and expertise in financial compliance and operational administration to address the needs of community development, housing insecurity, and homelessness within Westchester County. Tiffany has a Bachelor of Science in Psychology with a concentration in Neuroscience from Penn State University and a Paralegal Studies certificate from Westchester Community College.
